Cambodia Highlights Bond Market Progress at ASEAN+3 Forum in Japan

Cambodia showcased its capital market progress at the 43rd ASEAN+3 Bond Market Forum (ABMF) and 32nd Cross-Border Settlement Infrastructure Forum (CSIF), held from June 30 to July 4 in Kyoto.
H.E. Sou Socheat, Director General of the Securities and Exchange Regulator of Cambodia (SERC), delivered a keynote address on Cambodia’s recent capital market developments, under the endorsement of H.E. Dr. Aun Porn Moniroth, Deputy Prime Minister and Minister of Economy and Finance.
In his remarks, H.E. Sou Socheat emphasised Cambodia’s commitment to building a sustainable, innovative, and inclusive bond market which is in line with regional and global trends toward sustainable development and digitalisation.
He highlighted Cambodia’s SERC initiatives, such as the introduction of green bonds, sustainability bonds, infrastructure bonds, and digital assets, among others.
His Excellency added that, “Through strengthening and expanding cooperation within ASEAN+3, the SERC will enable Cambodia’s bond market as a potential source of capital to promote financial stability and long-term economic growth.”
According to the SERC statement, the 43rd ABMF meeting was organised to continue monitoring the progress of work, especially the development of bond markets by members in the context of the evolving trends towards sustainable finance and digital assets within ASEAN+3.
The event was co-organised by the Asian Development Bank (ADB), the Graduate School of Management of Kyoto University (GS - Kyoto), the Center for Southeast Asian Studies (CSEAS), and eXtensible Business Reporting Language (XBRL), and was attended by ABMF members and relevant international institutions.
This meeting went smoothly and fruitfully, with the ambition of developing a vibrant, resilient, and sustainable bond market and fintech in the ASEAN+3 region.
