On September 20, 2024, the Securities and Exchange Regulator of Cambodia (SERC) and the Digital Government Committee (DGC) entered into a Memorandum of Understanding (MOU) to launch the government document verification platform Verify.gov.kh within the securities sector and to provide digital skills training for SERC officials.

The MOU was signed by H.E. Sou Socheat, Director General of SERC, and H.E. Chea Sereyvath, Secretary General of the General Secretariat of the DGC. The event also featured a workshop on “The Use of Digital Platforms and Government Services within the Securities Sector.”

In his opening remarks, H.E. Sou Socheat stated that Verify.gov.kh has the potential to be utilised within the Cambodian securities sector, aligning with Cambodia’s Digital Government Policy 2022-2035.

“[The SERC] examines the potential and necessity of using Verify.gov.kh in the Cambodian securities sector, as with it, we can immediately verify the authenticity of documents, eliminate fraud, save time, and reduce expenses,” he said.

Verify.gov.kh – the Cambodian government's document verification platform – was developed by the Ministry of Post and Telecommunications (MPTC) in 2022 and won Gold at the ASEAN Digital Awards 2024.

H.E. Chea Sereyvath stated that currently there are 19 public institutions and 85 educational institutions in Cambodia using Verify.gov.kh’s standard QR code on key documents such as degrees, certificates, licenses, and other digital transformation initiatives.

“This platform aims to resolve bureaucratic issues in Cambodia. If it is widely adopted and supported by all institutions, then all Cambodians can live with greater ease,” he said.

He added that, in addition to the benefits for the public sector, Verify.gov.kh is also gaining increasing attention from the private sector and the general public, with MPTC and the DGC expanding its reach into the private sector.

One successful example is the official launch in 2024 of the “Verify.gov.kh file verification” service by the Ministry of Justice (MOJ) and MPTC, which provides QR code verification for the MOJ’s Criminal Record No. 3, also known as the Police Clearance Certificate.

This initiative allows Cambodian workers in South Korea to request their Criminal Record Letter online, and once processed, it can also be submitted online. Workers can print two or three letters for use in Korea without the need for additional stamps, according to Sereyvath. Verify.gov.kh is also accepted by 37 universities in Singapore.

The DGC, led by the MPTC, is also working on several other projects, including the Government Point of Truth (PoT) Repository for Public Documents (GO.GOV.KH), a Government Notification Channel Platform (FLOW.GOV.KH), and Sarika, a Telegram Bot AI Assistant for converting text to speech. 

Other initiatives include:

  • QR.GOV.KH, a Public QR Code Generation Platform;
  • The National Registration Automation System (.kh);
  • FormKH, an encrypted Government Online Form Builder; and
  • Khmer Fastype, a smart assistant for typing Khmer in Microsoft Word
