SERC Issues Public Warning Against AI-Generated Investment Scams

The Securities and Exchange Regulator of Cambodia (SERC) on 13 November 2025 issued a public warning urging citizens and investors to exercise heightened vigilance amid a rise in fraudulent online investment advertisements that use Artificial Intelligence (AI) to deceive the public.

According to SERC, scammers are deploying AI-manipulated videos featuring fabricated images and voices of senior leaders and government officials. These videos, which circulate widely on social media platforms, falsely claim that viewers can earn quick or substantial profits by investing through the advertised links.

SERC emphasised that these schemes are designed to steal personal information and money, and that no legitimate institution would use such methods to solicit investments. The regulator strongly advises the public to verify all investment opportunities and to only engage with entities that are properly licensed and legally recognised in Cambodia.

The public is also cautioned not to believe or interact with any online content that uses the likeness of Cambodian leaders or officials to promote investment products.

SERC urges individuals to report suspicious cases through official channels and to rely solely on verified sources for financial and regulatory information.
