SERC and ADB Host Consultation Workshop on 'Draft Securities Sector Development Masterplan 2025-2035'
On the morning of May 12, 2025, the Securities and Exchange Regulator of Cambodia (SERC) organised a Consultation Workshop on “The Draft Securities Sector Development Master Plan 2025-2035” under the high presidency of H.E. Sou Socheat, Delegate of the Royal Government in charge as Director General of the SERC, and Anthony Gill, Officer in Charge, and Head of Country Operations, Asian Development Bank (ADB).
The event was organised to gather further input and comments from relevant stakeholders on the draft master plan, to ensure it is comprehensive and effective.
“This Master Plan, which is a living document, has been carefully developed through SWOT analysis, as well as the evolving market development landscape and the critical role of the securities sector in supporting Cambodia to achieve ‘Vision 2050’ and the Sustainable Development Goals (SDGs)," remarked H.E. Sou Socheat.

He added:
In the journey of developing the securities sector, we have adhered to the three approaches of H.E. Dr. Aun Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance, and Chairman of the Non-Banking Financial Services Authority: ‘Learning and Doing'; 'Crossing the River by Feeling the Stones’; and ‘Adopt, Adapt and Innovate Further’. Because we cannot wait for opportunities to come and give us 100 per cent, we must know how to create and seize opportunities, as well as know how to survey and prepare in advance.
“The Draft Securities Sector Development Masterplan is part and parcel of ADB’s long-term support and commitment to develop the Cambodian financial market," Anthony Gill further emphasised. "The document captures the overall vision of the SERC, the constraints, opportunities and long-term strategies for the Securities sector, in line with the larger Financial Sector Development Strategy. ADB stands ready to support the Government in realising this masterplan with the support of other domestic stakeholders and development partners.”
The consultation workshop was attended by the management and officials of the SERC, in addition to ADB consultant, Zainal Izlan, and other members of related ministries, institutions, development partners, and regulated entities, with a total number of 128 participants in attendance.
