PassApp Partners With OCIC to Boost Urban Mobility in Chroy Changvar

PassApp, one of Cambodia’s largest ride-hailing platforms, has partnered with Overseas Cambodian Investment Corporation (OCIC) to improve urban mobility in Chroy Changvar Satellite City, one of Phnom Penh’s largest urban districts. This partnership aims to enhance mobility for residents, businesses, and visitors while supporting the district’s ongoing urban transformation.
The partnership was signed by Thierry Tea, Vice President of OCIC, and Meng Ly, Marketing Manager for PassApp Technologies.
Commitment to Inclusive, Community-First Urban Mobility
“We are pleased to collaborate with OCIC to strengthen transport services in Chroy Changvar Satellite City and the broader district,” said Meng Ly. “This partnership allows us to provide more accessible and convenient transport solutions for community members and visitors, while also supporting the surrounding community and local economic activity. It reflects our shared vision of improving everyday movement through inclusive urban development.”
Over the years, Chroy Changvar Satellite City has become home to a growing segment of Phnom Penh’s urban population, with developments like Chroy Changvar Gardens, B&V Mansion, and Mekong Garden Condo transforming the area.

The neighborhood also features a growing number of public, private, and educational institutions, from SME Bank and Khmer Enterprise, to the National Customs School, CamTech University, and the Royal University of Fine Arts, alongside upcoming landmarks such as the GDT Tax Tower. Each day, thousands of residents and office workers frequent these developments, increasing demand for convenient urban mobility; this is supported by PassApp’s network of 30,000 drivers serving over five million users across nine provinces.
“Our partnership with PassApp reflects OCIC’s commitment to urban development by making it easier for students, office workers, civil servants, and visitors to move around Chroy Changvar,” said Thierry Tea. “It’s about offering practical mobility options that support our community.”
As Phnom Penh continues to grow, PassApp and OCIC remain dedicated to enhancing connectivity and making city living easier through practical transport options.
