Panasonic and National Construction Laboratory Partner to Elevate the Industry Standards of Air Conditioning and Electronic Products

Panasonic Cambodia and the National Construction Laboratory (NLC) under the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) of Cambodia, announced the signing of a Memorandum of Understanding (MOU) to enhance the quality and safety of electronic and air-conditioning equipment used in Cambodia. The signing ceremony took place on April 30, 2025 at the National Construction Laboratory in Phnom Penh.

The National Construction Laboratory and Panasonic Cambodia expressed their vision by explaining their collaborative efforts to advance energy-efficient technologies and support sustainable urban development. This will be achieved by incorporating cutting-edge HVAC systems along with high-quality electrical solutions and appliances into construction projects.

The National Construction Laboratory, established under the Ministry of Land Management, Urban Planning, and Construction and officially launched on December 29, 2022, began providing crucial testing services for construction materials in 2023. It has a strong mandate to strengthen construction law enforcement and safeguard public well-being and property.

Promoting Technical Knowledge Through Collaboration

Speaking at the event, H.E. Dr. Nhar Heng emphasised the National Construction Laboratory’s crucial role in leading technical experiments, conducting research and development, and promoting technical knowledge through collaboration to develop construction material standards. 

To date, the National Construction Laboratory has made progress in legal documents, technical guidelines, experimental studies, and collaborations. Notably, this strategic partnership with Panasonic reflects the Laboratory’s ongoing efforts to elevate technical standards and build capacity within Cambodia’s construction industry.

Mr. Hisakazu Maeda, the Chief Representative of Panasonic Asia Pacific, in his remarks, further reassured Panasonic’s dedication to advancing sustainable construction practices in Cambodia through technical training, knowledge-sharing, and the adoption of energy-efficient technologies, especially in the air-conditioning sector, by aligning with Cambodia’s sustainability goals.

The inaugural activity conducted under this MOU was a joint seminar on Air Conditioning Products and Quality Improvement of Brick for contractors and related professionals, held immediately following the MOU signing. This seminar aimed to build technical understanding and awareness about Panasonic's advanced products within the industry, marking the beginning of a strong alliance focused on elevating construction standards.
