Over 150 key stakeholders, including government officials from ministries and experts on cybersecurity from local and international technology institutions and corporations, came together for a meaningful discussion on the future of cybersecurity in Cambodia and how each sector plays a role in strengthening cybersecurity in the Kingdom. 

The event took place on 29th April, 2025, at Morgan Tower, was presided over by H.E. Liv Sophanarith, Secretary of State of the Ministry of Post and Telecommunications (MPTC), and highlighted the support from leading cybersecurity enterprise solution partners, including Cellcard l Ezecom, Nexusguard, and Palo Alto Networks.

The afternoon featured a significant panel discussion with participation from relevant ministries, including the Ministry of Post and Telecommunications, the National Bank of Cambodia, and cybersecurity solution providers. Besides the Cambodian cybersecurity context, the event also hosted the National Cyber Security Agency (NACSA) of Malaysia, which provides an insightful aspect of the future and strategy of cybersecurity in the region.

The event commenced with compelling opening remarks from Mr. Kok Leong Yap (KL), Deputy CEO of the Digital, Communications & Technology, Cellcard l Ezecom, who stated,"Navigating the complexities of the modern digital landscape demands proactive and innovative cybersecurity solutions. Cellcard l Ezecom are proud to be at the forefront of this effort in Cambodia, not only through providing a reliable and fast network but also by actively supporting events like this. We believe in investing in knowledge sharing and fostering partnerships that will ultimately enhance Cambodia's resilience against evolving cyber threats."

The event was followed by a Keynote Speech from Ir. Dr. Megat Zuhairy bin Megat Tajuddin, Chief Executive of the National Cyber Security Agency (NACSA) of Malaysia, as he provided insightful updates on the key strategies and the current landscape of cybersecurity in the ASEAN region by stating that,“Cyber security threats do not respect borders. As ASEAN grows increasingly interconnected, we are equally vulnerable to transnational cybercrimes, from ransomware attacks and financial fraud to the misuse of emerging technologies by organised criminal groups. 

A robust, collective framework is essential.”​He also noted that, “today’s event will help to cultivate mutual trust, enhancing coordination, and strengthening the foundations for a more secure and resilient digital future for Cambodia and the region. I look forward to the fruitful discussions and meaningful outcomes that will no doubt contribute to strengthening our shared journey towards a safer, more resilient, and trusted cyber ecosystem.”

Following the Keynote Speech, H.E. Liv Sophanarith, Secretary of State of the Ministry of Post and Telecommunications and the Chair of the event delivered his Opening Remarks, noted that cybersecurity is a critical and pressing topic that requires serious attention from relevant stakeholders, both in Cambodia and across the ASEAN region, as well as globally. He emphasised that embracing digital transformation from relevant stakeholders is essential, but it must be done with great awareness of its impacts and other threats to digital systems.

In this regard, the seminar on “Navigating the Future of Cybersecurity in Cambodia 2025” plays a vital role in promoting Cyber Readiness through awareness, protection, prevention, and response to cyberattacks. ​Furthermore, he emphasised that cyber threats can take many forms to target digital security systems by using advanced technologies. Among these threats, the use of artificial intelligence (AI) represents a new context that poses challenges not only to countries in the region but also to the global community.

The cybersecurity event hosted by the Ministry of Post and Telecommunications and co-hosted by Cellcard l Ezecom with sponsorship by Nexusguard and Palo Alto signifies the importance of cybersecurity and strengthening its community not just within corporates and the local government, but also to open up further to ASEAN and potential collaboration, and parts both the corporates and the Cambodian government can work together to strengthen the ASEAN community on cybersecurity.

The insightful keynote broadens the knowledge of the audience by showing the ASEAN vision and future collaboration to tackle cybersecurity threats in the region. With that knowledge, the event later narrowed down its focus to the Cambodian context, featuring key topics in the areaof cybersecurity, such as Cambodia’s cybersecurity development outlook, cybersecurity threats and challenges, the Cambodian government’s initiatives in strengthening cybersecurity, case studies from corporates focusing on DDoS, AI, and best practices to build a cybersecurity-resilient environment. 

The key insights toward these important topics were delivered by credible and reputable speakers led by Ir. Dr. Megat Zuhairy and representatives from the National Bank of Cambodia, the Ministry of Post and Telecommunications, Palo Alto Networks, Nexusguard, and Cellcard l Ezecom.

With diverse participating speakers from both policy-making institutions and corporates as implementers, the event organised a meaningful panel discussion with representatives from the Ministry of Post and Telecommunications, the National Bank of Cambodia, cybersecurity solution providers, and the National Cyber Security Agency (NACSA) of Malaysia to address the topic of “Building Cyber Resilience for Future Collaborative Economy”.

An afternoon session wrap-up by gift-handing and photo-taking sessions, signified the end of the event, but marked the beginning of future potential collaborations, not just between corporates and the Cambodian government, but also across the ASEAN.
