Metfone, a leading telecommunications company in Cambodia, signed Memoranda of Understanding (MOUs) with the General Department of Digital Economy (GDDE) on Invoice System Integration, and the Techo Startup Centre on the ‘Enterprises Go Digital’ program, on December 9, 2025, at the Metfone Head Office.

The signing ceremony was presided over by H.E. Dr. Taing Ngounly, Director General of the GDDE and Executive Director of the Techo Startup Centre; Doan Chinh, Vice General Director of Metfone, with other senior representatives of the GDDE, Techo Startup Centre and Metfone in attendance.

In his opening remarks, Doan Chinh explained that the signing of these partnerships reflect Metfone’s shared commitment to supporting the Cambodian government’s long-term vision of building a dynamic, innovative, and inclusive digital economy.

Under the first MOU on electronic invoicing (E-Invoice) with the GDDE, Metfone will contribute technological expertise, secure platforms, and nationwide network capabilities to support the successful rollout of the national E-Invoice initiative.

“We believe this system will help streamline business processes, reduce compliance burdens, minimise errors, and create a more accountable environment for financial transactions,” said Doan Chinh.

The E-Invoice Initiative is expected to help strengthen data integrity and enable more effective digital services in the future, in alignment with the government’s ‘Digital Economy and Society Policy Framework’.

“In 2025, we had a total of 14 ministries at the national level join the E-Invoicing platform,” shared H.E. Dr. Taing Nguonly. “As for the next year, we already got approval from Deputy Prime Minister Aun Pornmoniroth to onboard another 14 ministries, so almost all government agencies at the national level will be E-Invoice platform members by the end of 2026.”

“At the same time, we are looking to pilot business to business E-Invoicing, but we will perhaps select only a few large tax payers or large corporations because it is easier for them to comply. But we will first observe how the private sector reacts to this pilot phase,” he added.

Metfone’s second MOU with the Techo Startup Centre focuses on the Enterprises Go Digital program, under which the company has committed to providing technological support to the Techo Startup Centre’s existing ecosystem for innovation, mentorship, and entrepreneurship development.

“The Enterprises Go Digital program is designed to promote the contributiveness of micro, small and medium-sized enterprises by allowing them to integrate or use digital technology to mainstream their business operations,” explained H.E Dr. Taing Nguonly.

“We recognise that the future of Cambodia’s digital economy depends not only on infrastructure, but also on the capacity of our businesses to innovate, adapt, and thrive. Through this collaboration, we are committed to equipping enterprises with the digital skills, platforms, and support they need to seize new opportunities in the fast-growing digital landscape,” Doan Chinh concluded.
