Metfone and the Ministry of Education, Youth and Sport (MoEYS) of Cambodia held a ceremony on June 12, 2025, to hand over the School Information System (SIS) and signed a five-year extension of the Memorandum of Understanding (MoU) for 2025–2030, marking a new phase in the country’s digital education transformation.

According to Metfone, after five years of implementation, SIS has become an essential tool for school management, connecting 393 schools nationwide and serving over 351,000 students, 17,500 teachers, and nearly 250,000 parents. The system enhances transparency and efficiency in school administration while strengthening communication between schools, teachers, and parents.

Metfone has organised more than 120 training sessions across 22 provinces, supporting teachers and administrators in maximising the system’s potential. A Metfone representative stated that the company will continue to invest significantly to expand and upgrade SIS, including integrating artificial intelligence (AI), advanced management tools, and content management, with an estimated investment of USD 2.5 million.

Additionally, Metfone aims to extend connectivity to at least 500 schools nationwide, providing more students and teachers with access to digital education. Alongside software platform development, Metfone is committed to maintaining training programs, enhancing management capacity, and offering in-depth support to schools.

Beyond SIS, the partnership between Metfone and MoEYS has expanded to include various other technological initiatives, such as the University Information System at the Prek Leap National Institute of Agriculture, smart classroom models at Hun Sen Serey Pheap High School, nearly 1,000 internet connections, 26 video conferencing facilities, and remote learning support laboratories.

Speaking at the signing ceremony, His Excellency Dr. Romny Om, Secretary of State at the Ministry of Education, Youth and Sports (MoEYS), affirmed the Ministry’s ongoing digital transformation efforts through the School Information System (SIS), developed with technical support from Viettel (Cambodia).

He noted that the SIS platform is designed to “facilitate data management and effectively serve classroom administration,” and emphasised that it is provided free of charge to public schools. Dr. Romny shared that the SIS system offers key features such as student and teacher management, grade tracking, e-learning, digital communication tools, and dashboards for provincial and capital-level education departments to support monitoring.

His Excellency further added that a study by MoEYS on SIS usage in 252 secondary schools across 25 provinces in Cambodia revealed that 82 per cent of users found the system made school administration easier and more effective.

The MoEYS representative further affirmed that the collaboration with Metfone has resulted in practical outcomes, enabling schools to manage more effectively and enhancing the quality of teaching and learning.

Metfone, as a collaborative partner of the Ministry, will also extend the MoU for an additional five-year term (2025-2030), focusing on key activities, including:

1. Providing internet connectivity and telecommunication infrastructure for the Ministry of Education, Youth and Sport, provincial departments, public schools, and higher education institutions.

2. Supporting the digital government and digital transformation efforts within the education sector, including expanding the SIS to an additional 500 schools.

3. Enhancing the capacity of educational staff by offering various training programs to foster quality human resource development.

With the MoU extension, Metfone reaffirms its commitment to partnering with MoEYS in modernising education, enabling students, teachers, and parents to access advanced technology and develop essential digital skills for the future.
