KPMG Cambodia's Tax Institute 2025 Aligns Tax Professionals And Business Leaders For Growth

KPMG Cambodia held the KPMG 2025 Tax Institute on February 27 at the Sofitel Phnom Penh Phokeethra, uniting over 350 leading tax professionals, government representatives, and business leaders to explore the latest tax policies, international tax developments, and strategic business insights.
The event fostered direct dialogue between businesses and tax authorities, equipping participants with the latest regulatory updates and practical strategies for navigating an evolving tax landscape.
In his welcome speech, Warrick Cleine MBE, Chairman and CEO of KPMG in Vietnam & Cambodia, underscored the importance of staying ahead of tax reforms and policy changes in an evolving economic landscape.

Delivering a keynote address on tax policy updates, H.E Dr. Seng Cheaseth, Director of the Department of Law, Tax Policy, and International Tax Cooperation at the General Department of Taxation (GDT), provided an overview of Cambodia’s fiscal year 2024, outlined strategic priorities for 2025, and discussed anticipated regulatory changes, including new and draft Prakas. The session also addressed critical international tax matters and tax audit reforms designed to enhance transparency and compliance.
Two more speakers from the GDT – Traing Lay, Deputy Director of the Department of Enterprise Audit, and Chhay Cheaheng, Deputy Director of the Large Taxpayer Department – also contributed to the even, providing invaluable insights into Cambodia’s evolving tax framework and its implications for businesses.
The discussions addressed the current developments in Cambodia's tax system, the impact of global tax policies, and the role of KPMG in assisting businesses to navigate these complex systems.

A key session, "Tax Landscape: Supply Chain, Tariffs, and Business Impact," was led by Hoang Thuy Duong, Partner, Head of Tax, KPMG in Vietnam & Cambodia. He provided an in-depth analysis of Cambodia’s tax landscape, supply chain disruptions, and the impact of shifting global trade policies on businesses. His insights highlighted strategic approaches for mitigating risks and leveraging opportunities in an increasingly complex regulatory environment.
