General Department of Digital Economy Encourages Adoption of Cambodia E-Invoicing System Across Public and Private Sectors

The General Department of Digital Economy, under the Ministry of Economy and Finance, successfully hosted a “Disseminative and Training Workshop on the Cambodia E-Invoicing System” for Companies and Enterprises on September 30, 2025, at Sokha Residence Hotel.
H.E. Dr. Taing Nguonly, Director General of the General Department of Digital Economy, presided over the event to welcome stakeholders from the private sector and share opening remarks about the Cambodia E-Invoicing System's development. The event also saw the distinguished participation of representatives from the General Department of Taxation, the Digital Economy and Business Committee, the General Secretariat of Public Financial Management Reform Steering Committee, Techo Startup Centre, the General Department of Public Procurement, the General Department of Budget, and the General Department of National Treasury.

Prior to Dr. Taing Nguonly's speech, Iech Setha, Deputy Director General of the General Department of Digital Economy, also presented a progress report on the Cambodia E-Invoicing System, covering its initial stage until the current stage of implementation. He mentioned that Cambodia is the 7th ASEAN member country to adopt and implement E-Invoicing.
In his opening remarks, Dr. Taing Nguonly spoke about the achievements of the initial implementation of the Cambodia E-Invoicing System, highlighting key milestones, legal compliance, and voluntary registration from the private sector. His Excellency also urged the attending participants to register, use, and continue to support this initiative.

As of September 30, 2025, registered members of the Cambodia E-Invoicing System total 151 entities, comprising 81 government entities and 70 companies/enterprises.
The event also featured a Memorandum of Understanding (MoU) signing session with the first five partnered service providers of the Cambodia E-Invoicing System, which includes Inno Labs KH, GiantFocus, Localize Tech Solution, Poscar Digital, and K.O.S.I.G.N (Cambodia) Investment.

The workshop was attended by 235 people from 88 companies/enterprises, four banks, and seven government entities. The General Department of Digital Economy will continue to roll out the Cambodia E-Invoicing System to the remaining line ministries and the private sector.
