The EuroCham Healthcare Forum & Innovation Exhibition 2025 was held on October 30 at the SUN & MOON Riverside Hotel in Phnom Penh, convening over 200 participants from government, business, and international development, to explore how technology and innovation can drive Cambodia’s next frontier in healthcare. 

Under the theme “Driving Value at the Next Frontier – From AI Implementation to Policy Reform", the event brought together policymakers, investors, and innovators to discuss digital transformation, interoperability, and governance in the Kingdom’s evolving health ecosystem.

Welcome remarks were delivered by Tassilo Brinzer, Vice-Chairman of EuroCham Cambodia and President of German Business Cambodia, followed by H.E. Dr. Lo Veasnakiry, Secretary of State at the Ministry of Health, who highlighted the government’s commitment to advancing digital health as a cornerstone of improved service delivery and national resilience.

“In the past few years, the COVID-19 pandemic significantly restricted people’s mobility. It also accelerated the growth of digital innovation, as individuals and communities around the world turned to technology for work, communication, and access to essential services during lockdowns," said Brinzer. “This global shift highlighted the pressing need for healthcare systems to embrace more and better digital technologies and services in order to answer to these new trends, to become more resilient, accessible, and responsive to patient needs—and the expensive and qualitative realities in the healthcare industry, too.”

“The conversations and connections we forge today will guide Cambodia’s digital health transformation—toward a smarter, stronger, and more inclusive health system," added H.E. Dr. Lo Veasnakiry. “In an era of rapid technological change that is reshaping healthcare globally, Cambodia stands ready to embrace innovation, including application of generative AI, responsibly and sustainably.” 

The forum featured keynote addresses from Dr. Elias Engelking, Co-Chair of the EuroCham Healthcare Committee, who emphasised the role of data-driven platforms in shaping a trusted healthcare ecosystem, and Oudom Rony, Director of Technology Risk and Innovation Supervision at the National Bank of Cambodia (NBC), who shared lessons from financial infrastructure to strengthen data governance in health.

“Healthcare is not finance—but both rely on trust and data," said Oudom Rony. “As Cambodia’s health sector embraces digital transformation, there are meaningful parallels to draw from financial innovation. With these parallels in mind, let’s look at the first lesson that digital health can take from Cambodia’s FinTech journey—the importance of protecting personal data from day one.”

A special address was delivered by H.E. Stefan Messerer, Ambassador of the Federal Republic of Germany to Cambodia, who reaffirmed Germany’s support for Cambodia’s health sector transformation and commended the growing collaboration between European businesses and local stakeholders in promoting responsible, sustainable digital innovation.

The day’s discussions underscored the importance of aligning technology with governance and trust. Samnangvathana Sor, Co-Chair of the EuroCham Healthcare Committee, moderated the first panel on digital innovation in healthcare delivery, where industry leaders and service providers discussed practical use cases for telemedicine, digital pharmacies, and health financing platforms.

Dragos Dobre (IT Systems Architect / Project Leader, Digital Health Unit, Swiss Tropical and Public Health Institute) led the second panel on governance and interoperability, highlighting the need for clear regulatory frameworks and cross-sector data standards to enable a connected health system. The final discussion, moderated by Solina Yean (Co-Chair of EuroCham Healthcare Committee, and Attorney-at-law and Counsel at ANANT Law Firm) explored ethics in AI-enabled care, with experts stressing that technology must remain transparent, bias-free, and human-centred to build long-term public trust.

The forum also featured a keynote presentation by Wolfgang Post, Senior Consultant in Cloud Architecture and Security at T-Systems Asia, who shared insights on data protection frameworks and cybersecurity in digital health service delivery. Throughout the day, participants engaged with startups and innovators at the Innovation Exhibition, where companies showcased real-world healthtech solutions, from AI-driven diagnostics to electronic medical record systems and digital insurance platforms.

“In terms of digital healthcare transformation, the importance of an effective regulatory framework cannot be overstated," said Wolfgang Post. “And I am excited to see the Cambodian government is actively developing a regulatory landscape that is similar to the guidelines being established in Europe.”

Two fireside chats added further depth to the discussions. The first, featuring Thierry Ngon, CEO of RedBridge Group, and Simon Burlinson, Senior Consultant at DFDL Cambodia, explored the intersections of data governance, patient protection, and private sector compliance. The second, led by Florence Gaudry-Perkins, Founder and CEO of Digital Health Partnerships, and Dr. Elias Engelking, examined how effective governance and private-sector collaboration can mobilise financing and scale digital health innovation across Cambodia.

In his closing remarks, Martin Brisson, Executive Director of EuroCham Cambodia, emphasised that the Forum marked an important step in building a trusted, inclusive, and innovation-driven digital health ecosystem.
