A new generation of startups took centre stage at the Digital Government Forum 2025 (DGF 2025), showcasing how technology-driven solutions are reshaping Cambodia’s financial, media, transport, and property sectors.

Organised by the Ministry of Post and Telecommunications (MPTC), DGF 2025 was held from December 5-7, and brought together government officials, private sector leaders, and entrepreneurs to explore digital governance, connectivity, and innovation.

Among the exhibitors were emerging startups working on blockchain-based finance, AI-powered financial platforms, Generation Z–focused media, personalised digital content, long-distance transport services, and property management solutions.

B2B Cambodia spoke with several founders and startup representatives at the forum’s Digital Startup showcase space to understand how their innovations aim to address practical challenges in Cambodia’s evolving digital economy.

Bridging Traditional and Blockchain Finance

Blockchain-based financial services company Monflo is seeking to bridge traditional banking with decentralised finance. Founder and CEO Chhay Lin Lim said blockchain technology can offer greater financial autonomy and transparency, particularly for cross-border transactions.

Monflo enables users to move funds between traditional bank accounts and blockchain finance through an International Bank Account Number (IBAN). Deposits made into a Monflo-linked account are automatically converted into stablecoins—such as Euro-, US dollar-, or Khmer riel–backed digital currencies—allowing for near-instant global transfers at low cost.

“Blockchain technology makes money more transparent and verifiable,” Chhay Lin said, noting that regulators in Europe, the United States, Japan, and Hong Kong are increasingly accepting stablecoins. He stressed that Cambodia should consider similar regulatory frameworks to avoid falling behind.

Bringing Financial Products Onto One Platform

AI-driven financial services platform FinLuy aims to address fragmentation in Cambodia’s financial sector. Founder and CEO, Niraj Gupta, said that despite the presence of nearly 150 financial institutions in the country, Cambodia still lacks a unified platform where consumers can easily compare financial products.

FinLuy aggregates offerings from banks and microfinance institutions, enabling users to compare options, learn about financial products, and apply directly. Using AI-generated recommendations, the platform helps users identify products best suited to their needs.

“Our goal is to bring transparency and fair access to financial products for everyone in Cambodia,” said Gupta.

Combating Fake News for Gen Z Audiences

Media startup Quick News is focusing on combating misinformation, particularly among young people who primarily consume news through social media. Founder Sun Ratanak said the platform combines the short-video formats popular on TikTok and Instagram with content from trusted media outlets and verified creators.

“What makes us different is that only trusted content creators and news organisations can publish on our platform,” he said.

Quick News also aims to support sustainable journalism by sharing 40 per cent of its revenue with content creators, offering significantly higher payouts than mainstream social media platforms.

“If you want to reach Gen Z with factual content and earn fairly, QuickNews is the right platform,” Sun added.

Personalised Reading Experiences

Echo Weaver, co-founded by Seng Vosumtey, offers a personalised digital reading platform that generates stories based on user preferences. Readers can input ideas, characters, or themes and receive stories delivered chapter by chapter.

Unlike traditional books or generic AI tools, Echo Weaver’s stories evolve over time, adapting to users’ interests and choices.

“The story grows with you,” Seng explained. “It remembers your preferences and adapts as you change.”

Digital Solutions for Transport and Property

In the transport sector, TapApp representative, Kim Tipvireak Rith, said the platform focuses on long-distance taxi bookings across all 25 provinces in Cambodia, as well as selected cross-border routes. TapApp also offers car rentals, moving services, and pet-friendly taxis, supported by 24-hour customer service.

The company recently received TripAdvisor’s Travellers’ Choice Award for two consecutive years, in 2024 and 2025.

Meanwhile, property management startup Zoneer aims to simplify rental management through digital tools. Zoneer representative, Seanghort Born, told B2B Cambodia that the platform automates tasks such as utility tracking, invoice generation, and data collection, reducing manual work for landlords managing rooms, apartments, and condominiums.

Growing Momentum

The diverse range of startups showcased at DGF 2025 reflected Cambodia’s expanding innovation ecosystem. From finance and media to transport and property, entrepreneurs are increasingly leveraging digital tools to address everyday challenges and improve efficiency across the economy.
