EuroCham Cambodia, through its Digital & Technology Committee, successfully hosted the Digital Asset Forum 2025 at Novotel Phnom Penh BKK1, bringing together regulators, FinTech professionals, industry leaders, and entrepreneurs for a full-day exploration of Cambodia’s evolving digital asset landscape.

The event featured expert-led presentations, panel discussions, and technical sessions that shed light on the latest regulatory developments, investment opportunities, and blockchain innovations shaping the Kingdom’s digital economy.

Opening remarks were delivered by Gabriele Faja, Chairperson of EuroCham Cambodia, followed by Lay Sok Heng, Director General of Regulation and Financial Inclusion at the National Bank of Cambodia (NBC). He explored its newly released digital asset regulations, issued in December 2024, aiming to provide clarity for businesses and individuals operating in this space.

Additional insights were shared by the Securities and Exchange Regulator of Cambodia (SERC), with H.E. Dr. Vin Pheakdey detailing the Digital Securities Sandbox and the development of Cambodia’s broader FinTech policy framework.

Private sector voices, including representatives from Alphea Labs, ChainsAtlas, Sabay Tekh, Mekong Strategic Capital, and others, brought practical insights on blockchain company formation, asset evaluation, tokenomics, and the technical considerations of building digital networks. A key highlight was the afternoon panel debate titled “Is Digital Asset a Good Business Opportunity?” which featured lively, multi-perspective discussions, and audience questions on the viability and risks of digital asset ventures in Cambodia.

Tomas Pokorny, Chairman of EuroCham’s Digital & Technology Committee and co-founder of D.Q.D. Consulting, concluded the forum by emphasising the importance of continued dialogue between regulators and industry to ensure a balanced and innovation-friendly ecosystem.

“The fact that we now have a forum where two distinct regulatory bodies sit at the same table, openly engaging with the public and fielding questions they may not yet have answers for – or may not always be ready to answer – is a clear sign of how far our industry has progressed,” he said.

EuroCham’s Digital Assets Forum demonstrates that Cambodia is ready for serious dialogue and innovation in this fast-evolving space. With the spotlight firmly on the sector, we are proving that we can advance boldly while remaining grounded in compliance and security.

The event drew strong attendance from SMEs, MSMEs, FinTech professionals, regulators, and entrepeneurs, reinforcing the growing relevance of digital assets to Cambodia’s financial and innovation sectors.
