Cambodia’s Tourism Ministry and Wing Bank Partner to Further Digitise Tourism Service

The Ministry of Tourism of Cambodia has officially partnered with Wing Bank (Cambodia) Plc. to enhance digital payment solutions for business owners seeking tourism-related services. A Memorandum of Understanding (MoU) was signed on March 17, 2025, at the Ministry’s office, marking a significant step toward modernising and streamlining administrative processes in the tourism sector.
The MoU signing ceremony was presided over by His Excellency Huot Hak, Minister of Tourism, and Neak Oknha Kith Meng, Chairman of the Board of Directors of Wing Bank and CEO of the Royal Group of Companies, alongside other distinguished guests.
H.E. Song Tong Hap, Secretary of State of the Ministry of Tourism, said, “Today’s MoU marks another milestone in the Ministry’s efforts to enhance tourism-related services. We are committed to driving the growth of Cambodia’s tourism sector through digital innovation and improved accessibility.”
Both the Ministry of Tourism and Wing Bank have been pioneering partners in driving digital transformation within Cambodia’s tourism sector. Today’s collaboration builds on our existing partnership, established in 2016, which allowed users of the Ministry’s web portal (www.cambodiatourismindustry.org) to use Wing Bank as a payment medium.
In his address at the event, Neak Oknha Kith Meng, Chairman of the Board of Directors of Wing Bank and CEO of the Royal Group of Companies, expressed his optimism about the MOU. He said, “I am confident that today’s partnership will greatly enhance and broaden the collaboration between Wing Bank and the Ministry of Tourism. This agreement goes beyond mere revolutionised digital financial transactions; it establishes a relationship through which we will proactively seek new opportunities to deliver services and further advance the tourism sector.
This will be achieved under the leadership of His Excellency Minister Huot Hak and the wise guidance of Samdech Mahabovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, in the 7th mandate. This initiative lays a foundational legacy that fosters peace and development. Moreover, we must acknowledge the sacrifices of former Prime Minister Samdech Techo Hun Sen, who devoted himself tirelessly to advancing our nation, ensuring political stability, national unity, and lasting peace.”
The new agreement further enhances convenience by enabling the public to make payments for more tourism-related services through Wing Bank accounts, the Bakong KHQR system accessible to users of other Bakong member banks, or at any of Wing Bank’s 23 offices and over 11,000 Wing Cash Express Agents nationwide.

Dmytro Kolechko, CEO of Wing Bank, expressed gratitude for the Ministry’s trust in Wing Bank’s digital payment solutions, stating, “We are thankful to the Minister of Tourism for entrusting Wing Bank with this important initiative. Together, let us embrace this new era of digital transformation and work hand in hand to build a brighter future for Cambodia’s tourism sector and beyond.”
The collaboration builds on the success of the Online Tourism Licensing System (OTLS), launched by the Ministry of Tourism. The OTLS has already revolutionised the application process for tourism-related services, including new business licenses, renewals, amendments, and hotel and resort classifications.
This innovative solution eliminates the need for physical visits to the Ministry’s office, saving time and effort, particularly for business owners in remote areas. With 24/7 accessibility, payments can now be made anytime, anywhere, ensuring a seamless, efficient, and user-friendly experience.
By integrating Wing Bank’s digital payment solutions, the Ministry is taking another decisive step toward enhancing operational efficiency and supporting the growth of Cambodia’s tourism sector.
