The Securities and Exchange Regulator of Cambodia (SERC) welcomed the delegates of the Lao Securities Commission Office (LSCO) to the third bilateral meeting and knowledge-sharing seminar under the presidency of H.E. Sou Socheat, Director General of the SERC, and Phengsy Phengmuong, Secretary-General of the LSCO, on May 30, 2025, in Siem Reap, Cambodia.

This event aimed to reinforce the implementation of the Memorandum of Understanding (MoU) between the SERC and LSCO on “Information Exchange and Mutual Assistance,” signed on August 10, 2023. The meeting focused on discussing important developments, sharing market updates, and exploring new collaborations to support financial inclusivity in both countries and the region.

The event underscored the importance of cooperation and mutual learning, as both authorities have been working to advance their securities markets, address new digital technologies, and promote sustainable financial practices.

In this knowledge-sharing seminar, the SERC shared experiences and knowledge on six topics, including:

  1. The role of the Co-chair of the ASEAN Working Committee on Capital Markets Development (WC-CMD)
  2. Cambodian Securities Market Update
  3. Securities Intermediaries Supervision
  4. Derivatives Market Operations Supervision in Cambodia
  5. Digital Assets Development in Cambodia
  6. Sustainable Finance

Additionally, under the framework of this cooperation, the Rating Agency of Cambodia Plc. (RAC), a credit rating agency accredited by the SERC, has also been granted permission to operate as a credit rating agency in Laos.

During the event, H.E. Sou Socheat stated that this is a journey together from exchanging knowledge and technical experiences to realising real market linkages, highlighting that this is not only a collaboration but also a means to achieve meaningful progress together.

The SERC Director General added:

This cooperation is especially significant, as both our regulators are committed to fostering trust in securities markets, enhancing regulatory effectiveness, and addressing the financing needs of our economies and communities. In a time when fintech is transforming financial services and sustainable finance is an urgent global priority, our collaboration reflects how shared values and joint efforts can drive inclusive, resilient, innovative, and future-ready securities markets.

Phengsy Phengmuong also stated, “Pursuant to the Memorandum of Understanding (MoU), we have witnessed significant and tangible benefits resulting from our ongoing partnership, including enhanced collaboration and strengthened cooperative efforts between our two authorities, particularly in the areas of information sharing and the exchange of knowledge and experiences related to capital market development.”

She added:

This engagement has enabled our regulatory body to adopt best practices, embrace innovative approaches, and integrate new insights into our policy and regulatory frameworks. This ongoing exchange has not only strengthened our capacity but has also contributed to the sustainable development of our capital markets.

This event was attended by high-level management and officials from relevant departments of both regulators, in the spirit of strengthening bonds in support of serving the people of both nations as neighboring countries and fostering bilateral and regional cooperation.
