ACLEDA Bank Plc. Becomes First Commercial Bank to Obtain Authorisation to Act as Government Securities Intermediary

On February 28, 2025, the Securities and Exchange Regulator of Cambodia (SERC) collaborated with ACLEDA Bank Plc. to organise the “the Official Announcement Ceremony of Obtaining Authorisation to Act as a Government Securities Intermediary of ACLEDA Bank Plc.” and the Seminar on “the Potential and Opportunities of Investing in Government Securities”.

Presided over by H.E. Sou Socheat, Director General of the SERC, and Dr. In Channy, President & Group Managing Director of ACLEDA Bank Plc., the event was organised to officially announce ACLEDA Bank obtaining authorisation from the SERC to act as a government securities intermediary, as well as to promote awareness about the importance of government securities for the economy and the benefits of investing in government securities; to disseminate the government securities issuance plan for 2025; and to explore perspectives of developing this market.

“Government securities is an important financial instrument for the Royal Government to mobilise domestic and foreign financing from the private sector for economic and social development," said H.E. Sou Socheat. 

Government securities issued by the Ministry of Economy and Finance, the representative of the Government of Cambodia, are considered zero-risk assets. Non-banking investors can participate in bidding and trading government securities through government securities intermediaries, with ACLEDA Bank Plc. being the first bank to be authorised by the SERC to act as government securities intermediary.

This event was attended by guest speakers Long Vibunrith, Deputy Director General of the General Department of Operations of the National Bank of Cambodia (NBC), and Khim Phadane, Deputy Director General of the General Department of International Cooperation and Debt Management of the Ministry of Economy and Finance, as well as other excellencies, oknhas, representatives of ministries and institutions, national and international guests, and potential investors.
