He will cover longer-term opportunities and challenges, and the ASEAN Economic Community (AEC) and the UK Government's policy engagement in this regard.

About the Speaker:
Based at the British High Commission in Singapore, Peter Mumford has been in this role as he South East Asia Regional Director for Economic and Trade Policy at the Foreign and Commonwealth Office (FCO, UK foreign service) since July 2012. Peter is responsible for overseeing the FCO’s analysis of economic developments in SE Asia, managing a network of economists across the region. He also coordinates the FCO’s work to promote reforms that support greater cross-border trade and investment ties between the UK and SE Asia. This includes leading the UK's engagement with SE Asian countries and ASEAN as a bloc on regional integration and connectivity issues. He also chairs the economic and trade policy strand of the SE Asia Prosperity Fund, which supports the sharing of UK and international expertise with SE Asia, bilaterally and regionally, on issues such as public- private partnerships (PPP), financial services and the rules-based economic system agenda. Prior to arriving in Singapore, Peter was First Secretary Economic and Financial Policy at the British Embassy in Beijing. He was responsible for coordinating reporting and analysis on economic developments across China. Peter was the UK lead for the financial strand of the annual UK-China Economic and Financial Dialogue, chaired by the Chancellor and Chinese Vice Premier. He also developed and led an extensive programme of technical cooperation with the Chinese authorities on a wide range of financial sector issues, including the development of capital markets and the offshore RMB market. Peter has also worked in Iraq on energy issues and previously headed the FCO’s emerging markets team in London. Peter holds an MA in Economics and an MSc in Development Economics (with distinction) from Edinburgh and London universities, respectively. He was awarded an OBE by HM Queen in 2013 for “transforming UK financial interests in China” and was the sole winner of the Foreign Secretary’s Award for Policy Excellence in 2011.
