In the wake of the powerful Mw 7.7 earthquake that struck Myanmar in late March, EuroCham Cambodia’s Real Estate & Construction Committee convened a timely and impactful forum on earthquake risk and seismic resilience. Held in collaboration with the Ministry of Land Management, Urban Planning and Construction (MLMUPC), the event brought together leading voices from government and the private sector for an in-depth discussion on how Cambodia can better prepare for seismic events.

The event opened with remarks from Michel Cassagnes, Chairman of EuroCham’s Real Estate & Construction Committee and Managing Director of Archetype Cambodia, followed by H.E. Lao Tipseiha, Secretary of State at MLMUPC. Senior MLMUPC representatives, including H.E. Chhan Sorphal, General Director of the General Department of Construction, and H.E. Nhar Heng, Director General of the National Construction Laboratory, shared updates on Cambodia’s current strategies and actions to prevent and mitigate earthquake risks.

Throughout the morning, international and local experts delivered a series of insightful presentations focused on practical tools and technologies for seismic resilience. Dr. Francesca Brighenti of NPLUS spoke on structural health monitoring systems, while Dr. Hor Boramy of Menard presented on soil strengthening techniques. Dr. Angkeara Svay, Chief Technical Officer of LBL International, shared an evidence-based review on seismic hazard probability in Cambodia, proposing appropriate seismic factors to integrate into structural and geotechnical design. The regional perspective was brought by Dr. Nguyen Hong Minh of Archetype Reality, who compared Cambodia’s seismic design standards with those of neighbouring countries.

The event concluded with a lively panel discussion moderated by Serge Pak, Vice- Chairman of EuroCham’s Real Estate & Construction Committee and CEO of Block, Béton and Pave. The panel brought together representatives from MLMUPC and the private sector to explore how collaboration, innovation, and regulatory alignment can strengthen Cambodia’s preparedness for future earthquakes.
