EuroCham Breakfast Talk Explores the Present and Future of Cambodia’s Digital Sovereignty and Data Protection

EuroCham Cambodia hosted a full house at TRIBE Phnom Penh for its Breakfast Talk on the Digital Sovereignty of Cambodia on September 4, 2025, bringing together business leaders, policymakers, and digital experts for an engaging morning of insights, dialogue, and networking.
The event opened with welcome remarks from Gabriele Faja, Chairperson of EuroCham Cambodia, followed by H.E. Keo Sothie, Secretary of State at the Ministry of Post & Telecommunications, who highlighted the Royal Government’s ambition to strengthen Cambodia’s digital position and move toward independence in digital infrastructure and governance.
Participants heard three thought-provoking presentations:
- Mike Gaertner, CEO/CTO of Cambodian Network Exchange, unpacked what digital sovereignty entails in the Cambodian context.
- Thierry Ngon, CEO of Redbridge Group, outlined how sovereignty can enhance cybersecurity resilience.
- Sébastien Ung, Vice-Chairperson of EuroCham’s Digital & Technology Committee and Director of Asia Data Destruction Cambodia, presented on how sovereignty and the upcoming Personal Data Protection Law (PDPL) can protect businesses and users while creating a competitive edge for SMEs.

The program concluded with a fireside chat, “The Digital Sovereignty of Cambodia is the National Sovereignty of Cambodia”, moderated by Kenneth Tang, Vice-Chairperson of the Digital & Technology Committee. Panelists included H.E. Cheang Vutha, Deputy Secretary General of the General Secretariat of Digital Government Committee, Dr. Chen Sovann, Director of Science, Technology, and Innovation Data Management Department at MISTI, and Gaertner. Together, they explored the role of sovereignty in safeguarding data, enabling compliance, and building trust in Cambodia’s digital economy.
“Today’s Digital Sovereignty Talk was a full house, and it was great to see so many familiar faces from both government and the private sector," said Kenneth Tang. “The real highlight was the exchange of information on new laws, enforcement policies, cybersecurity, and emerging trends. It gave us a chance to realign and reset how we view digital and data sovereignty. When it comes to the development of this sector, collaboration is key: government provides the framework, while the private sector brings the resources, and together we can drive meaningful progress."
Lively exchanges with the audience during Q&A session demonstrated the urgency and relevance of the topic, sparking a rich dialogue between the public and private sectors.
