CCDIE, Manulife Cambodia Collaborate to Provide Life Insurance Benefit for Informal Economy

The Coordinating Committee for Developing the Informal Economy (CCDIE) and Manulife (Cambodia) Plc signed a Memorandum of Understanding (MoU) on September 8, 2025, to extend life insurance benefits and financial literacy training to informal economy actors who have registered with the Royal Government’s digital platform.
Under the agreement, registered informal economy workers between the ages of 18 and 60 will automatically receive Group Personal Accident (GPA) life insurance coverage of 1 million riel (approx. USD 250) for one year, free of charge.
The policy provides protection in cases of accidental death or total disability. In addition, Manulife will deliver financial education programs to help micro and small business owners strengthen financial management, budgeting, and risk preparedness.
Speaking at the ceremony, H.E. Hem Vanndy, Minister of Industry, Science, Technology and Innovation and Chairman of the CCDIE, said, “The signing of this MoU marks a significant milestone and reflects the Royal Government’s efforts to mobilise national and international partners, as well as the private sector, in support of the informal economy and in delivering tangible benefits to its actors.”

As of September 5, more than 146,845 workers have already received their informal economy certificates and will be entitled to this benefit.
Chan Ratha, CEO of Manulife Cambodia, emphasised the broader impact of the initiative, stating, “This program ensures that all informal economy actors onboarded to the Royal Government’s digital platform receive financial education and training, along with a full year of Group Personal Accident insurance from Manulife.”
He added that building financial literacy is vital for managing income, expenses, and debt, while insurance protection provides security against unexpected risks.
