The Securities and Exchange Regulator of Cambodia (SERC) on September 9, 2025, joined the Monetary Authority of Singapore (MAS) and the Securities Commission Malaysia (SCM) to co-chair a key ASEAN meeting on capital market development, held in hybrid format at the MAS Building in Singapore.

The Joint Working Committee on Capital Market Development (WC-CMD) and ASEAN Capital Markets Forum (ACMF) gathered regulators and partners to advance regional financial integration and sustainable finance initiatives.

H.E. Sou Socheat, Director General of SERC, co-chaired the meeting alongside Dawn Chew of MAS and Khairul Ridzwan Abdul Kuddus of SCM.

Discussions centered on the ASEAN Economic Community (AEC) Strategic Plan 2026–2030, the ASEAN Sustainable and Green Taxonomies Project, and updates from key working groups, including sustainable finance, infrastructure finance, disclosures, and industry advisory. 

Progress on the Asia GX Consortium and the Joint Sustainable Finance Work Plan 2024–2025 was also highlighted.

The meeting drew senior representatives from all 10 ASEAN member states, the ASEAN Secretariat, Japan’s Financial Services Authority, SFIA, the IAP Working Group, and Timor-Leste as an observer.

The meeting proceeded successfully and fruitfully, promoting sustainable finance development under the joint WC-CMD and ACMF framework to achieve a common goal.
