Cambodia Securities Plc. launched the ‘Cambodia SME Listing Cultivation Program’, and the ‘Cambodia Innovation and Capital Incubation Platform’, on August 8, 2025, in partnership with the Cambodia Securities Exchange (CSX), KY Development, JiuJang Group, and Sithisak Law Office.

The SME cultivation program is designed to help small and medium-sized enterprises (SMEs) and start-ups secure capital and expand their operations.

Opening the launch ceremony, Teng Cheng Yueh (Darren Teng), Managing Director of Cambodia Securities Plc. (CSP), underscored the vital role SMEs play in Cambodia’s economy.

“We are fully committed to supporting enterprises’ goals. Cambodia Securities strongly believes that small and medium-sized enterprises are the backbone of the national economy and a vital source of innovation,” he said.

Teng added that this new partnership will provide strong legal safeguards for the listing cultivation program, helping enterprises effectively identify and mitigate legal risks throughout the IPO preparation process, while ensuring that the financing and listing process is structured, compliant, and secure.

“We firmly believe that close co-operation with a top-tier legal team will greatly enhance the efficiency and confidence of SMEs entering the capital market,” he added.

Bae Heungsoo, Vice Chairman and Chief of Operations at CSX, stressed the importance of sustainable financing for SMEs.

“This program has been designed to bridge the gaps through tailored training, mentorship, and strategic guidance. We aim to help high-potential Cambodian SMEs understand the benefits of listing and ultimately access capital in the equity market,” he explained.

Ervin Tsay, Head of Brokerage at CSP, described the initiative as a “one-stop service” that includes funding, resource integration, professional training, free office space, and government-backed policy support.

The program follows a three-phase structure: (1) Incubation, (2) Acceleration, and (3) Going Public.

During the launch event, CSP and JiuJiang Group also signed a Memorandum of Understanding (MoU), reinforcing their joint commitment to providing full-scale financing and listing services for Chinese enterprises entering Cambodia. 

SMEs participating in the program will benefit from exclusive perks, including zero-rent office space at the KY Centre, discounted office furniture, and access to shared meeting and event facilities. To be eligible for the program, companies must be lawfully registered in Cambodia and will need to submit a business plan to apply.
