The Cambodian Ministry of Environment (MoE) and the Republic of Korea's Ministry of Trade, Industry and Energy (MOTIE) celebrated the authorisation of the project titled, “ITMO (Internationally Transferred Mitigation Outcomes) Project through Charging Infrastructure for E-mobility Promotion in Cambodia”—the first carbon project authorised for the potential issuance of mitigation outcomes to be traded between Cambodia and Korea under Article 6 of the Paris Agreement—on July 21, 2025. 

This project marks the first major milestone in Cambodia’s efforts to operationalise Article 6 of the Paris Agreement, demonstrating its readiness to engage in international carbon markets, and paving the way for future carbon transactions that accelerate climate action. The milestone result was witnessed by over 150 participants at the project authorisation event, which was presided over by H.E. Dr. Eang Sophalleth, Cambodian Minister of Environment; and Peob-min Ryu, Director General of the Republic of Korea's MOTIE.

Under this project, VERYWORDS Inc., a Korean e-mobility and carbon neutrality platform company, has committed to donating 8,000 electric scooters, for use by public officials across Cambodia. In addition, the company will install more than 200 charging stations nationwide and provide two years of after-sales service. These contributions are expected to support Cambodia’s clean transport agenda and accelerate its transition toward a greener and low-carbon economy.

The project is expected to generate mitigation outcomes based on internationally recognised methodologies, specifically the Clean Development Mechanism (CDM) methodology AMS.III.C. These mitigation outcomes—projected to be approximately 683,000 tCO₂e over 10 years—will see 90 per cent of this total transferred, with corresponding adjustments, to the Republic of Korea under the framework of Article 6 of the Paris Agreement. In addition to its climate benefits, the project is expected to create up to 400 green jobs, contributing to sustainable economic development.

In his opening remarks, H.E. Dr. Eang Sophalleth emphasised the Cambodian government's strong commitment to addressing climate change and promoting sustainable development through international cooperation.

Peob-min Ryu, Director General of MOTIE, also added : “I congratulate VERYWORDS and all the partners involved for your dedication and persistence in making this project a reality. Today’s ceremony is not an end, but a beginning. It paves the way for broader cooperation in public transportation, electric mobility, and sustainable infrastructure development.”

The Global Green Growth Institute (GGGI), an intergovernmental organisation, supported the Cambodian government to align the project with the “Operations Manual for the Implementation of Article 6 of the Paris Agreement on Climate Change in Cambodia”, and to ensure that the project complies with international standards and best practices.

This milestone represents a significant advancement in the operationalisation of Article 6 in Cambodia. Carbon trading under the Article 6 framework is a catalytic instrument for mobilising innovative climate investment for our Member States and partner countries. GGGI is pleased to be a partner in the establishment of the first authorised carbon project under Article 6 in Cambodia, paving the way for high-impact and high-integrity carbon transaction between Cambodia and Korea. We are confident that this initiative will unlock many more climate finance opportunities with potential buyer countries.

Cambodia-Korea Carbon Transaction Project Background

The Cambodian government has committed to reducing greenhouse gas emissions by 64.6 million metric tons of CO₂ equivalent (41.7 per cent) by 2030, compared to a business-as-usual scenario, as outlined in its updated Nationally Determined Contribution (NDC) submitted to the United Nations Framework Convention on Climate Change (UNFCCC) in 2020. Achieving this goal requires an estimated USD 5.8 billion in investment between 2021 and 2030, with most targets dependent on international support.

To unlock climate finance and enhance NDC implementation, Cambodia is leveraging Article 6 of the Paris Agreement, which allows for international cooperation on emissions reduction. Since March 2021, GGGI has been supporting the Cambodian government in building its readiness for Article 6 implementation, including through the development of the Article 6 implementation operations manual, which was officially approved by the Cambodian Prime Minister in 2023.

The MoE and MOTIE first signed a Memorandum of Understanding (MoU) to advance cooperation under Article 6 on June 24, 2024. The event commemorating the official authorisation of the ‘ITMO Project through Charging Infrastructure for E-mobility Promotion in Cambodia’, was held following the signing of a second MoU on February 7, 2025, between the MOE, GGGI, and VERYWORDS.

The launch of this e-mobility project under Article 6 of the Paris Agreement highlights Cambodia’s leadership in market-based climate solutions, and its dedication to fostering public-private partnerships that drive environmental innovation. It also further underscores the potential of international collaboration to unlock scalable solutions for climate action across the region.
